Birth to 3 Program

Wisconsin's Birth to 3 (B-3) Program is an early intervention program for infants and toddlers (birth through age 3) who have developmental delays or disabilities. The program supports both children and families in helping the child learn, grow, and thrive in everyday settings - at home, in the community, or wherever life happens.

This family-centered model acknowledges that parents, caregivers, and loved ones are central to a child's development. The early intervention team offers guidance, resources, and strategies that fit within your family's routines and priorities.

Program Services

  • Evaluate development progress and identify needs
  • Develop an Individualized Family Service Plan (IFSP)
  • Offer in-home interventions, coaching, and support
  • Suggest techniques and ideas you can use daily to promote growth
  • Support social and emotional development - both for the child and caregivers
  • Connect you with community resources, services, and programs

Eligibility

The program is open to children under age 3 who:

  • Have a diagnosed disability or developmental delay,
  • Or show developmental concerns during screening or evaluation.

To make a referral, please call 715-726-7907 or visit the Children's Resource Center. The Children's Resource Center is a division of Chippewa County Public Health. They are the single point of entry for answering questions, providing information, resources, and outside referrals.

The Wisconsin Early Childhood Collaborating Partners (WECCP) is a network of state, regional, and community public and private, state departments, agencies, associations, and individuals working together to positively impact the lives of young children and their families encompassing the areas of early care and education, health, mental health, parent education, and family support.
