First-Time Offender Program

If you were referred to the First Time Offender (FTO) Program, contact Kayce L. Please leave your name, phone number, date of contact with law enforcement, and the incident number given to you by the officer/deputy. 

There is a $250 fee for the program. Payment options are available and will be explained to you further. You may pay your fee or restitution online.

Our Philosophy

  • Low-risk individuals are generally self-correcting and usually do not re-offend.
  • Formal intervention is generally not necessary as a response to criminal behavior.
  • Mixing these individuals with high-risk offenders causes more harm than good.

How the Program Works

  • Referrals are received directly by Law Enforcement or the District Attorney's office.
  • Participants pay a fee to attend the program.
  • They attend a two-hour education session regarding the ramifications of citations/criminal violations and the thought process leading to violations.
  • Successful participants avoid citation or criminal charges, and the offense remains off Wisconsin Circuit Court Access.
  • If restitution is required, this is paid first.

Who Is Eligible for the Program

  • Individuals age 17 and older receiving Chippewa County or City citations for matters that could otherwise be municipal.
  • Individuals subject to criminal charges who are low to medium risk based on the Proxy assessment instrument, and are first-time offenders.
  • Participants are only eligible for the program once.

Eligible Offenses

  • Misdemeanor cases and possibly some low-level felonies with certain exceptions.
  • Most common offenses can include, but are not limited to:
    • Theft
    • Disorderly Conduct
    • Retail Theft
    • Obstructing
    • Possession of THC or paraphernalia
    • Underage Drinking Citations
