Program Description
Housing Rehabilitation Program Brochure (PDF)
- The Housing Rehabilitation Program is a loan program designed to assist low and moderate-income households with repairs to their homes. Funds are also available for rental properties in Chippewa County if the landlord is willing to rent to low and moderate-income tenants.
- The loan is secured by a mortgage.
- Owner-occupied property loans are offered at 0% interest, and payments are deferred until you no longer own or occupy the home as your primary residence. Grants are provided for the eligible remediation of lead hazards in homes built before 1978.
Eligible Types of Property
- Owner-occupied homes that include the land upon which they sit (house payments, taxes, and insurance must be current)
- Property must have enough equity to cover the value of all current mortgages and debts, and the value of repairs completed through the Housing Rehab Program
Funding Limit
No loan will exceed $100,000, but exceptions will be considered for emergency repairs and/or the remediation of lead-based paint hazards that exceed the funding limit.
Eligible Repairs
Funds are available for necessary home repairs such as:
- Plumbing
- Electrical
- Heating
- Insulation
- Doors and windows
- Roofing
- Foundations
- Siding
- Wells/septic systems
- City water/sewer connections
- Accessibility improvement
Non-Eligible Repairs
Funds cannot be used to:
- Pay for work completed prior to loan approval
- Remodel or redecorate
- Install luxury items such as patio doors, bow windows, decks, landscaping, etc.
- Build new construction
Who Can Apply
Homeowners residing in the covered areas who meet income limits (PDF). Income and ownership will be verified.
Income Limits
Income of all persons over 18, no matter the relationship, is included for eligibility determination.
